The Smart City Bamberg programme, as a staff unit of the City of Bamberg, endeavours to make the BaKIM – Baum, KI, Mensch web application at staging.bakim.bamberg.de accessible in accordance with Section 10 (1) of the Bavarian Act on Equal Opportunities for Persons with Disabilities (L-BGG). Smart City Bamberg strives to continuously develop the web application on the basis of compliance with the Web Content Accessibility Guidelines (WCAG) 2.2 at conformance level AA (EN 301 549).

1. Status of Compliance with Requirements

The BaKIM web application is partially accessible. The publicly accessible information pages (home page, data specifications, model description, legal notice, privacy policy, terms of use) have been designed in accordance with WCAG 2.2 conformance level AA.

The functional areas of the web application behind the login (image upload, analysis pipeline, results display) are not accessible. The reasons for this are set out below.

The analysis functions of the BaKIM web application (uploading aerial imagery, running the AI analysis, displaying and exporting results) have not been designed to be accessible.

Justification:

The analysis functions are aimed at foresters and arborists who, as part of their professional duties, assess tree populations on site, conduct drone flights, and implement resulting measures. These activities require full visual capacity and cannot be carried out by persons with visual impairments.

The accessible design of the functional areas would therefore constitute a disproportionate burden within the meaning of Section 10 (2) L-BGG, as the target group for these functions is unable to use them due to the professional requirements inherent in the tasks.
